I am currently working in USA on H1B visa. I plan to take a cruise to Mexico (for 7 days). Do I need to take Mexican visa to visit the places that the cruise ship is planning to touch-down? For e.g, if the cruise ship docks at “Cabo San Lucas” in Mexico, and if I want to get down and roam around the city, do I need to take Mexican visa? Do I have to submit my I-94 while boarding the ship at San Diego? If so, will I get a new I-94 when I re-enter USA after completing the cruise?

If you have a USA visa, you can reenter the USA. However, you need to check with your consulate about the visa requirements for Mexico or any port of call.

Everyone who enters Mexico must have a tourist visa. your cruise line should take care of this for you…it is very easy. Just call the cruise line and ask them.
It all depends where are you from. Some nationalities (like US and western europeans) just need to fill the visa paper as they enter Mexico, but others (like Arabian countries, Colombia, etc) need to file for a visa BEFORE comming to Mexico. Check with the closest Mexican embassy or consulate too see if you require one.
